Important Update Regarding Permitted Draft Limit on the Paraguay River – Resolution N° 48/25

An important update has been issued by the Paraguayan Naval General Prefecture through Resolution 48/25, which establishes revised draft limits for vessels navigating the Paraguay River. This resolution, effective from March 28, 2025, aims to enhance the safety of river navigation and reduce environmental risks associated with fluctuating water levels in the river.

The key provision of the resolution stresses the importance of adhering to established regulations, specifically Articles 77 and 78 of the “Capitanía Regulations” (Law N° 928/27), which mandate that vessels maintain a minimum clearance of 20 centimeters between their draft and the riverbed in navigational channels. Additionally, vessel operators are reminded of their obligations under Law 476/57 and Articles 904-969 of the Commercial Code, which govern the operational and safety responsibilities of captains.

As part of the enforcement measures, certain critical passages and channels along the river will see heightened monitoring to ensure compliance with these new draft limits. Furthermore, vessel operators should be aware of a sunken hull located in the Paso Aguirre (South) area, between km 384 and km 385, with coordinates 25°17.993′S, 57°40.993′W. The sunken vessel, measuring approximately 20 meters by 8 meters, presents a hazard to navigation in that section of the river.

Vessels that received departure clearance before the enactment of Resolution N° 48/25 will continue to follow the provisions outlined in Resolution 41/25 until they reach their final destinations.

The Paraguayan Naval General Prefecture will oversee and actively monitor compliance with Resolution N° 48/25, ensuring that all navigational operations on the Paraguay River are conducted safely and in accordance with the updated draft limits.
