We are pleased to bring you a critical regulatory update regarding maritime operations in Argentina. The National Agency of Ports and Navigation (ANPYN) has officially issued Resolution 36/2026, marking the final approval and awarding of the highly anticipated International Public Tender No. 1/2025.
This resolution dictates the long-term management of Argentina’s primary shipping corridor, the Vía Navegable Troncal (VNT), under a toll-based public work concession. To keep you fully informed, we have outlined the key articles established in this new framework:
Key Articles of Resolution 36/2026
Article 1 approves the actions taken during the third and final stage of the tender. It greenlights the comprehensive project for the modernization, expansion, operation, and maintenance of the signaling and dredging systems across the VNT. This geographic scope covers the waterway from Kilometer 1,238 of the Paraná River, known as the Confluencia point, extending down through the Emilio Mitre Canal and adjacent rivers, and reaching the Deep Natural Waters Zone in the Outer River Plate at kilometer 239.1 of the Punta Indio Canal.
Article 2 officially awards the concession to the consortium formed by JAN DE NUL N.V. and SERVIMAGNUS S.A.. The government determined that their proposal fully complied with the tender requirements and represented the most convenient offer, ultimately placing them first in the order of merit.
Article 3 establishes the competing bidder, DREDGING, ENVIRONMENTAL & MARINE ENGINEERING NV (DEME), in the second position within the final order of merit.
Article 4 formally rejects the bid submitted by DTA ENGENHARIA LTDA. The rejection was due to the company’s failure to present the mandatory offer maintenance guarantee required by the tender’s bidding terms and conditions.
